At
present we continue to have experienced (1) zero accidents that would
affect the public by causing damage either within the company or outside
the company, and (2) zero accidents that would have a serious effect
on production control. But among scary close calls that might lead
to an accident there are examples that threaten disaster, and in order
not the have to weather the pain of past calamities, we diligently
carry out PDCA under a safety and disaster prevention plan. |
|
Nature
of safety and disaster prevention activities |
 |
| 1) |
Promotion of
disaster prevention activities in accordance with the situation
at each facility |
|
•
|
First
response disaster prevention training, self-defense disaster
prevention squad training, virtual disaster training, education
and training, legally prescribed and autonomous inspection of
hazardous substances equipment, high-pressure gas equipment,
and scientific equipment, etc. are carried out in a planned
way. |
 |
|
| 2) |
Promotion of
"visualization" activities |
|
•
|
Visualization
of the locations of disaster prevention equipment and materials |
|
•
|
Labeling
of buildings by earthquake resistance design |
|
•
|
Risk
assessment and labeling of each hazardous materials facility |
|
•
|
Updating
of system diagrams for pipes and gas, etc. and labeling of flow
paths |
|
•
|
Making
visible the hazardous substances in districts where cooperating
companies are present together |
|
•
|
Control
chart of state of compliance with legal requirements, etc. |

Implementation
of comprehensive environmental and
disaster
prevention training |
| |
At
each works, training is periodically carried out assuming patrolling
of environmental facilities and oil leakage.
With the cooperation
of the Coast Guard Office, fishery cooperative associations, nearby
companies, and transport companies during the training, we carry out
notification training with workplace disaster prevention squads, self-defense
disaster prevention squads, and members of the relevant cooperating
companies, as well as training to set up oil fences and spread out
oil mats.

Fiscal
2008 safety and disaster prevention control plan e
achievement
of zero disaster prevention accidents |
| |
| 1) |
Discovering
problems and devising solutions through visualization activities |
|
•
|
Risk assessment
and labeling of each hazardous materials facility |
|
•
|
Control
chart of state of compliance with legal requirements, etc. |
 |
|
| 2) |
Improvement
of disaster prevention technology and thorough compliance with
disaster prevention rules |
|
①
|
Disaster
prevention technology |
|
•
|
Putting
the results of equipment inspection results to better use (developing
the discovery of abnormalities and diagnosis of equipment degradation
into a plan for repairs and renovation) |
|
•
|
Thorough
disaster prevention assessment of new and rebuilt equipment |
|
•
|
Upgrading
the level of disaster prevention control through visualization
and risk management activities |
|
②
|
Compliance with rules |
|
•
|
Thorough
compliance with procedures for handling hazardous materials
and fire during construction, and combustion control |
|
•
|
Being
careful to keep sources of fire away from hazardous materials
and flammable substances |
|
•
|
Keeping
abreast of revision in laws and regulations relevant to disaster
prevention, and making sure that this knowledge is widely disseminated
(use and training in maps of laws and regulations) |
| 3) |
Full education and training |
|
•
|
Systematic
carrying out of training in dealing with initial shocks (fire,
leakage, earthquakes, typhoons, etc.), firefighting operations,
support systems, and notifications |
|
•
|
Upgrading
the joint disaster prevention system at direct and cooperative
contact point collaboration workplaces |
|
•
|
Identifying
and dealing with problems through visualization activities,
and promoting this practice through education |
 |
|
